The Zimbabwe Human Rights NGO Forum (the Forum) being a human rights organization that seeks to foster protection and promotion of human rights in Zimbabwe welcomed the advent of the Constitution of Zimbabwe (Amendment No. 20) Act, 2013 with section 210 in particular. Section 210 of the Constitution imposes an obligation on the government to put in place an independent and effective complaints mechanism for receiving, investigating complaints from members of the public about the misconduct on the security services and to remedy any harm caused. Since the enactment of this Constitution, the government is yet to operationalize section 210 of the Constitution.
In this light, the Forum drafted a model bill as a lobby tool. The Forum conducted a validation workshop at Holiday Inn in Harare on the 16th of July 2019 to solicit the views of other stakeholders so as to produce a comprehensive the bill. This validation workshop was attended by stakeholders from civil society, academia and government departments. Below are some of the highlights and recommendations raised by the stakeholders.
