This analysis looks at the concept of devolution of power, how it is applied in Africa and if it could be applied in Zimbabwe. Devolution is understood to describe the transfer of powers from a central government to local or regional governments. Discussing the examples of South Africa, Nigeria and some structures in Zimbabwe both advantages and disadvantages of devolution are highlighted. Alleged disadvantages are particularly analysed in the light of the constitutional debate in Zimbabwe.
