The Zimbabwe Human Rights NGO Forum (the Forum) in partnership with the Law Society of Zimbabwe convened a second validation meeting for the Provincial and Metropolitan Councils Shadow Bill. This Shadow Bill has been drafted to provide for the provisions in section 264 of the Constitution of Zimbabwe on devolution. The meeting was held on 26 July 2019 at Sethule Lodge in Bulawayo. The model law provides for the transition from de-concentrating to a three-tier devolved system of governance. The model bill also aims to deal with the reconfiguration of the State from centralisation to devolution to give citizens more voice and power to champion their local developmental needs as well as to influence and drive the development agenda as opposed to the current top-down. The model also provides for the equitable and fair exploitation of local resources for the benefit of all communities.
